I thank you for your letter of the 26th November.

I note that the Governor now states that no suggestion has at any time been made that I was respons- ible for any of the causes of the delay in the construct- ion of these buildings and that the Colonial Government has not attempted to hold me responsible. I gather from this that the observations of Mr Chatham, set out in my letter to Mr Secretary Harcourt of the 27th May last, are repudiated by the Government and that they are now of opinion that no blame whatever is attached to me.

3. I observe also that no reply is made by the Government to the statements contained in my letter to Mr Secretary Harcourt of the 27th May, and I assume that the same are unanswerable as indeed I know them to be.
4. I think therefore that the matter should not
be allowed to rest here, and that there should be a
Government enquiry as to who is responsible for the delay and unnecessary expenditure of public funds.
The matter is clearly one of public interest
and I formally but respectfully ask that a proper enquiry
